Yes. That is most definitely a Sesame Street plate. The bigger brown circles and smaller tan circles are meant to go on the legs of furniture to help you slide it around easily and not scrape up your floor.
I originally started with paper clay (the white mess in the bag) because I saw so many other people using it for so many things that always looked SO nice. But it was a royal pain in the ass for me and I ended up hating it. XD After too many hours trying, I said screw it and went back to Daiso for something else. I'll give paper clay another try some other time. XD
Bottom right: Assembly of the inner circle. The green is craft foam. I decided to use it as the base of the inner circle as to give it a little more depth. The blue is a thin plastic sheet. It's about the thickness of posterboard. It's smooth... but not as smooth as I liked it... So I covered in in this awesome and giant (8.5 x11) metallic stickers I found at Daiso. The color of the stickers ended up being unimportant, however... The silver parts you see in this picture are the plastic covered with the stickers.
Right: Finished product! I ended up spray painting the whole thing, silver stickers and all. There was a lined pattern across the silver for aesthetic appeal and it was really really really shiny. I liked the finish of the spray paint much better. Everything was put together with hot glue.

I've seen some wicked awesome shields for Homura out there... Much better than mine... But I'm pretty proud of my little guy here... and even prouder of the price.
